DESCRIPTION

This is a rare opportunity to join the UC San Diego Health Supply Chain Services department in a leadership position. Working with the Associate Director of Strategic Sourcing and the Associate Director of Contracts, this senior leader of the Procurement Services team will develop and execute strategies for obtaining best value for an enormous variety of goods and services in support of an 800+ bed, multi-site inpatient and outpatient network of hospitals and clinics in the San Diego region.

Reporting to the Director of Procurement Services, the Purchasing Manager provides strategic planning, direction, and leadership for purchasing operations. Monitors, controls, and improves core departmental processes including transaction workflow, adoption and optimization of technology, value analysis, reporting, demand planning, and budget management. Mentors, coaches, and develops staff with a focus on creating internal opportunities and succession planning. Serves as the enterprise-wide expert regarding purchasing best practices, policies, and legal and compliance considerations.

Duties and Responsibilities:

The Purchasing Manager has overall accountability for centralized and satellite/clinic-based purchasing operations to include policies & procedures, customer service and SLAs, and purchasing-related benchmark performance. Works equitably and effectively with the Associate Director of Strategic Sourcing and the Associate Director of Contracts to deliver on the operational and financial commitments of the Procurement Services department. Utilizes expertise in healthcare non-labor commodities and purchasing best practices to provide strategic direction to subordinate professional buyers. Uses available technology to optimize processes and monitor the performance of the department. Reviews customer specifications and vendor proposals/quotes to ensure compliance and make purchasing recommendations. Leads key negotiations. Maintains professional relationships with customers and vendors. Adheres to and models confidentiality and privacy standards.

Validates purchase requisitions, participates in developing and soliciting bids, analyzes and evaluates responses, negotiates prices and other terms, monitors delivery, and maintains necessary records. Evaluates supplier reliability and performance and conducts key business reviews. Coordinates competitive and single/sole source procurements to meet required purchase dates and prepares required support documentation. Reviews and analyzes suppliers' bids. Performs cost and/or price analysis. Represents the organization as the primary Purchasing authority. May represent the Director of Procurement Services in circumstances requiring Purchasing expertise/authority. Provide advice to internal stakeholders on purchasing matters. Ensures all department business is conducted in accordance with California Public Contract Code, University of California standards for procurement, and internal policies. Other duties as assigned or required.

MINIMUM QUALIFICATIONS
  • Bachelor's Degree in business, healthcare administration, or a related focus; and/or an equivalent combination of experience/training.
  • Seven (7) years of relevant sourcing, contracting, and/or purchasing experience in a healthcare organization.
  • Proven experience and proven success as a leader of a sourcing/contracting/purchasing function.
  • Exceptional professional written and verbal communication skills.
  • Expert-level knowledge and abilities within purchasing functions of MMIS and/or ERP applications.
PREFERRED QUALIFICATIONS
  • Purchasing certification form a recognized professional organization or academic program.
  • Previous experience working with key revenue-generating hospital departments, specifically Perioperative Services, Imaging Services, etc. and high degree of familiarity with key commodities, devices, implants, and equipment that drive costs in those areas.
SPECIAL CONDITIONS
  • Must be able to work various hours and locations based on business needs.

Pay Transparency Act

Annual Full Pay Range: $104,900 - $198,900 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $50.24 - $95.26

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
