Summary:

The Director of Human Resources Management reports to the Chief Operating Officer, or their designee, of Heartland Alliance International (HAI) and provides senior-level human resources expertise and management on department services including learning and development, staffing, employment guidelines, performance management, and compensation. The director provides overall leadership on daily work and staff supervision for a small team of HR generalists and specialists. The Director is a dynamic and collaborative leader who works across the organization to meet the needs of our global participants and employees, and advises the work of HR specialists in our international country offices.

 


Essential Functions/Duties & Responsibilities:

 


Leadership, Management and Oversight of Human Resources Department (HRD)

  • Develops and implements organizational personnel strategies and policies by identifying and researching human resources issues and developing strategies, including learning and development, staffing, employment guidelines, performance management, and compensation.
  • Manages HRD operations by ensuring alignment with organizational goals, fostering a collaborative working environment, and counseling staff.
  • Accomplishes special project results by providing “hands on” approach to services, identifying and clarifying issues and priorities.
  • Supports management by providing human resources advice, counsel, and decisions.
  • Mediates and suggests solutions to employee disputes, including disciplinary action when required.
  • Guides management and employee actions by researching, developing, writing, and updating policies.
  • Compiles information about human resources best practices based on market data.
  • Complies with federal, state, and local legal requirements by reviewing and keeping apprised of existing and new legislation.
  • Updates job knowledge by participating in conferences and educational opportunities.
  • Oversees all human resources initiatives, systems, tactics, and troubleshoots areas of concern to overcome obstacles.
  • Serves as the point of contact for the employee Union, and all other employee relations, communicating and guiding HAI employees when needed.
  • Monitors adherence to internal policies, collective bargaining agreement, and legal standards.
  • Anticipates and resolves litigation risks and audit issues.
  • Ensures accurate personnel management reports to senior leadership by analyzing data and using standard HR metrics.

  • Willing to travel abroad for up to 4 weeks per year.

Supervisory Responsibilities:

  • Supervises, mentors, and evaluates direct reports by communicating clear performance goals and standards, offering regular performance feedback, and conducting performance reviews.

 

Strategic Direction and Program Development

  • Undertakes leadership roles in proposal personnel recruitment and development including, but not limited to, recruiter, recruiter mentor, personnel section writer in capture and live efforts, and other roles based on needs and individual expertise.
  • Travels periodically overseas to explore and represent HAI on human resource-related assignments.

 

External Relations and Advocacy

  • Identifies opportunities and, where appropriate, serves to advance HAI’s mission and thought leadership through professional articles, blogging, strategic partnerships, events, etc.

  • Education and Experience: Bachelor’s degree or equivalent experience in HR, business, or related fields.
  • Minimum 7 years of relevant human resource management experience.
  • Previous experience in non-profit, or global organizations.
  • Experience operating at higher levels of authority and controlling activities, budgets, and resources.
  • Excellent organizational, leadership, communication, and interpersonal skills.
  • Strong interpersonal and collaborative skills to work effectively with others, seeking out and building positive working relationships.
  • Exceptional understanding of job evaluation, compensation analysis, and strategy.
  • Strong knowledge of data analysis and reporting skills with the ability to identify trends, patterns, and insights for decision-making.
  • Strong knowledge of US employment laws and regulations.
  • Proficiency in HR software (preferably Paylocity), data interpretation, and reporting.
  • Expertise in job evaluation, compensation analysis, and strategic planning.

 

Certifications/Licenses:

  • None specified.

 

Knowledge/Skills/Abilities (K/S/A):

  • Knowledge and skills within human rights, international development, humanitarian or relevant professional discipline with broad understanding of other areas within the job area, preferred.
  • Previous experience working with donors such as The Department of State, USAID, preferred.
  • Prior experience working in a Union environment, preferred.
  • Ability to mentor and retain a high performing team of HAI senior, mid-level- and junior staff, promoting a culture that values staff engagement, professional development, and retention.
  • Ability to create and evaluate budgets; strong financial management skills to ensure operating within annual budget.
  • Ability to balance multiple priorities.
  • Language Skills: Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to make effective and persuasive speeches and presentations on personnel topics to senior leadership team, public groups, and/or boards of directors.
  • Computer Skills: Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance.
  • Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

 

Work Arrangement:

This role is eligible for a remote work arrangement or “hybrid” located near the Chicago loop office to enable more frequent in-person collaboration. If fully remote, it is expected this person would be able to meet for in-person meetings for special events, and overseas trip(s), when needed. Special in-person events are anticipated to be infrequent, likely annually.
